PRESIDENT & CEO

Reginald Haslam, Jr.

With exposure in the “family business” at an early age, Reggie has innate operational insight in the transportation management industry. Reginald is a strategic and entrepreneurial professional with over 15 years of experience in the planning and execution of large-scale, high profile major bus transportation projects. Reggie’s management experience includes work on (2) Olympic Games (Vancouver- 2010 and London- 2012), (3) Democratic National Conventions (Denver- 2008, Charlotte- 2012, Milwaukee-2020), and many other mega transportation programs. Reggie also has extensive experience in the development and implementation of DBE community outreach programs, including working on over 60 transit projects nationwide since 2014.

Reggie holds a bachelor’s degree in Business Management from Morehouse College and is a graduate of the University of California, Los Angeles Anderson School of Business, Management Development Program.
CHIEF OPERATING OFFICER

Joey
McKelvey

Joey McKelvey has more than 20 years of transit management and operational experience. He’s responsible for overall operations, strategic planning, labor relations, and business development with Vectour Group.

Prior to joining Vectour, Joey served as Assistant General Manager for France based transit company, RATP Dev. Prior to RATP Dev, he served as General Manager with First Transit, where he oversaw more than 200 employees and overall service delivery at Cobb County Transit. From 2011-2017, he was General Manager at Transdev, spearheading the Start Road Toll Authority contract, formerly known as Georgia Regional Transit Authority. Joey was a driving force in establishing a relationship with the local union, improving overall performance of the organization and employees.

Damonde Dickerson

DamondeDickerson is Vice President of Operations for Vectour Group. He is responsible for all operational and organizational effectiveness for the company, including performance management, operations planning, innovation and operational excellence with a focus on driving growth.

Prior to Vectour, Damonde served as Business Process Analyst for the City of Nashville on behalf of KCI Technologies. Additionally, he held the role of Director of Transportation and Services for The World Games 2022 in Birmingham. As Director of Transportation and Services, Damonde owned responsibility for all transportation and parking strategic plans to ensure all athletes, spectators, dignitaries, and other stakeholders could access 20+ venues while maintaining a secure perimeter around each venue. Prior to his role at The World Games, he held various leadership positions in system implementation and operational transformation.

Damonde holds a Juris Doctor from the University of Alabama, School of Law. Also, an MS in Sport Management and a BA in Political Science and Business Management from the University of Alabama.

Administrative Director

Jessica
Malcom

Jessica Malcom is a seasoned operations and project management executive with extensive experience leading and directing teams in fields such as organizing, capacity-building, fundraising, communications, program development and management, leadership development, and community outreach. Jessica is responsible for all of Vectour Groups day to day operations. 

Prior to joining Vectour, Jessica worked as a political consultant and general manager with Hicks Evaluation Group. At HEG, Jessica managed several programs and campaigns including the company’s call center operations and served as an advisor to agencies, organizations, and individuals. Prior to joining HEG, Jessica served as the program manager for Georgia STAND-UP, an Atlanta-based community development nonprofit. At STAND-UP, Jessica coordinated with partners across the business, political, and nonprofit sectors to successfully establish and complete programs that directly impacted communities of color.

In her spare time, Jessica enjoys spending time with her daughter and family, working out, and traveling. One of her goals is to visit all the continents at least once.

Reginald
Haslam, Sr.

With over 40 years of experience in the bus management and operations industry, Reggie has developed a reputation as an invaluable resource to any transportation systems planning, with a focus of motorcoach sourcing and procurement. His track record of delivering cost-effective solutions and operational excellence has made his leadership sought after in a wide array of bus transportation projects. Moreover, Reggie has extensive experience in the major event transportation industry.

He has managed significant bus operation programs at four Olympic Games (1996 Atlanta, 2002 Salt Lake City, 2010 Vancouver, and 2012 London), two Democratic National Conventions (2008 Denver and 2012 Charlotte) and many other high-profile events. Additionally, Reggie has been a key component of the transportation planning and operations at the annual Magic City Classic in Birmingham, Al since 2008.
