PRESIDENT & CEO

Reginald Haslam, Jr.

With exposure in the “family business” at an early age, Reggie has innate operational insight in the transportation management industry. Reginald is a strategic and entrepreneurial professional with over 15 years of experience in the planning and execution of large-scale, high profile major bus transportation projects. Reggie’s management experience includes work on (2) Olympic Games (Vancouver- 2010 and London- 2012), (3) Democratic National Conventions (Denver- 2008, Charlotte- 2012, Milwaukee-2020), and many other mega transportation programs. Reggie also has extensive experience in the development and implementation of DBE community outreach programs, including working on over 60 transit projects nationwide since 2014.

Reggie holds a bachelor’s degree in Business Management from Morehouse College and is a graduate of the University of California, Los Angeles Anderson School of Business, Management Development Program.
CHIEF OPERATING OFFICER

Joey
McKelvey

Joey McKelvey has more than 20 years of transit management and operational experience. He’s responsible for overall operations, strategic planning, labor relations, and business development with Vectour Group.

Prior to joining Vectour, Joey served as Assistant General Manager for France based transit company, RATP Dev. Prior to RATP Dev, he served as General Manager with First Transit, where he oversaw more than 200 employees and overall service delivery at Cobb County Transit. From 2011-2017, he was General Manager at Transdev, spearheading the Start Road Toll Authority contract, formerly known as Georgia Regional Transit Authority. Joey was a driving force in establishing a relationship with the local union, improving overall performance of the organization and employees.

Damonde Dickerson

DamondeDickerson is Vice President of Operations for Vectour Group. He is responsible for all operational and organizational effectiveness for the company, including performance management, operations planning, innovation and operational excellence with a focus on driving growth.

Prior to Vectour, Damonde served as Business Process Analyst for the City of Nashville on behalf of KCI Technologies. Additionally, he held the role of Director of Transportation and Services for The World Games 2022 in Birmingham. As Director of Transportation and Services, Damonde owned responsibility for all transportation and parking strategic plans to ensure all athletes, spectators, dignitaries, and other stakeholders could access 20+ venues while maintaining a secure perimeter around each venue. Prior to his role at The World Games, he held various leadership positions in system implementation and operational transformation.

Damonde holds a Juris Doctor from the University of Alabama, School of Law. Also, an MS in Sport Management and a BA in Political Science and Business Management from the University of Alabama.

Administrative Director

Jessica
Malcom

Jessica Malcom is a seasoned operations and project management executive with extensive experience leading and directing teams in fields such as organizing, capacity-building, fundraising, communications, program development and management, leadership development, and community outreach. Jessica is responsible for all of Vectour Groups day to day operations. 

Prior to joining Vectour, Jessica worked as a political consultant and general manager with Hicks Evaluation Group. At HEG, Jessica managed several programs and campaigns including the company’s call center operations and served as an advisor to agencies, organizations, and individuals. Prior to joining HEG, Jessica served as the program manager for Georgia STAND-UP, an Atlanta-based community development nonprofit. At STAND-UP, Jessica coordinated with partners across the business, political, and nonprofit sectors to successfully establish and complete programs that directly impacted communities of color.

In her spare time, Jessica enjoys spending time with her daughter and family, working out, and traveling. One of her goals is to visit all the continents at least once.

TJ Copeland

TJ, a Georgia native, has more than 20 years of experience in government relations and Business development. In his role at VectourGroup, TJ is tasked with cultivating strategic business partnerships and relationships that will increase annual revenue.

In a previous government relations and business development role,TJ served as the South Eastern Government Relations and Business Development Manager for Central Processors. For Central Processors,it was TJ’s responsibility to cultivate strategic relationships throughout the SouthEast. Aside from Government Relations and Business Development positions, TJ has served as Senior Advisor to United States Senator Raphael Warnock, Senior Advisor to President Joe Biden in Georgia, various Atlanta Mayoral races, as well as, a vast collection of additional state and local races throughout the country.

Director, Operations

Devarick Webb

Devarick is a Senior Operations Manager with over 18 years of logistics and management experience, specializing in transportation planning, event operations, asset management, and facility management. Since October 2016, he has managed daily operations at Vectour Group, Inc., overseeing systems monitoring, staff supervision, policy compliance, and cost-saving measures. Devarick excels in coordinating schedules, conducting training, and ensuring regulatory compliance, while also handling recruitment and incident response. He is passionate about leveraging his skills in logistics, transportation, and customer service to achieve operational excellence.

Director, Shuttle Operations

Vedette Shepard

Vedette Shepard is Director of Shuttle Operations for Vectour. She is a seasoned professional with extensive experience in transportation management and operations, having held senior roles at WMATA in Washington, DC and MARTA in Atlanta. As Service Director of Bus Transportation at WMATA, Vedette oversaw operations across nine divisions, ensuring high-quality, customer-focused, and efficient services. At MARTA, she progressed from Superintendent to Director of Bus Transportation, managing daily operations, staff, and compliance with regulations. Vedette excels in policy development, budget management, and stakeholder engagement, and holds an educational background in Information Systems from the University of Phoenix.

Director, Shuttle Operations

Thomas R. Gaskin

Thomas is the Director of Shuttle Operations for Vectour and a seasoned professional with extensive experience in transit management. Having retired as General Superintendent of Bus Communications from MARTA in September 2022, Thomas managed the Bus Communication Center, developed investigative procedures, and served as an on-site coordinator during emergencies. With over two decades at MARTA, his roles included Superintendent of Bus Transportation and Dispatcher, where he developed strategies for Limited English Proficiency populations and represented Bus Operations in Homeland Security exercises. Thomas holds certifications from the Certified Bus Operations Superintendent Training Program and studied Computer Technology at Queens Borough Community College and George Westinghouse Vocational and Technical High School.

Dispatch Customer Service Manager

Clarence Montgomery III

Clarence Montgomery, III is a seasoned Transit Operations Professional with over 20 years of experience in service operations, specializing in transit scheduling, dispatch, and vehicle operations. As the Dispatch Manager for Vectour Group since May 2021, he has leveraged his expertise to ensure seamless communication with stakeholders, efficient data management, and effective issue resolution. His previous roles at MARTA and Honeywell Utility further honed his skills in managing dispatch operations and coordinating with vehicle operations personnel. Clarence is proficient in Trapeze, Transit Master, MS Office Suite, and GPS tracking software, and holds a Business Management degree from Stockton University.

Faye Oates

A 20-year veteran of large-scale sportingevents and entertainment management, Faye has a history of successes in the industry. Her work philosophy includes a comprehensive approach to sports management where no detail is overlooked. Her experience includes serving as the Magic City Classic Executive Director from 2006 – 2014, boosting its ranking from a top 10 HBCU Football Classic to the #1 HBCU Football Classic in the Country (2009 – 2013). For 4 years Faye directed the world-class sports venue, Birmingham CrossPlex. She has also managed many special events related to transportation and security, and staffing. Her passion is sports and entertainment and her commitment to both is uncompromising.

Faye serves as Senior Project Manager for Vectour. She is responsible for overall project timelines and operations for Vectour’s project delivery.

Reginald
Haslam, Sr.

With over 40 years of experience in the bus management and operations industry, Reggie has developed a reputation as an invaluable resource to any transportation systems planning, with a focus of motorcoach sourcing and procurement. His track record of delivering cost-effective solutions and operational excellence has made his leadership sought after in a wide array of bus transportation projects. Moreover, Reggie has extensive experience in the major event transportation industry.

He has managed significant bus operation programs at four Olympic Games (1996 Atlanta, 2002 Salt Lake City, 2010 Vancouver, and 2012 London), two Democratic National Conventions (2008 Denver and 2012 Charlotte) and many other high-profile events. Additionally, Reggie has been a key component of the transportation planning and operations at the annual Magic City Classic in Birmingham, Al since 2008.
